MassDevelopment, the esteemed state’s development finance agency, is widely recognised for its transformative efforts at the former Fort Devens. However, its influence runs deep across various regions, especially in older urban areas where lower-income families reside.

Gateway Cities Revitalisation

Fitchburg and Lowell epitomise cities receiving MassDevelopment’s tailored assistance. They’ve been selected among six Gateway Cities for on-the-ground support via the Transformative Development Initiative (TDI). This competitive programme targets specific downtowns or commercial districts, fostering economic growth and revitalisation.

Transformative Development Initiative (TDI)

The TDI programme, central to MassDevelopment’s endeavours, builds on community engagement and partnership development. It offers a plethora of resources, including economic development expertise, technical assistance, and grants. New TDI fellows will focus on districts within Fitchburg, Lowell, Chelsea, Holyoke, Malden, and Peabody. With these resources, these communities will access tools to hasten development.

Impact of TDI: A Case Study in Lowell

For the second time, Fitchburg and Lowell are participating in the TDI. Previously, Lowell’s efforts concentrated on The Acre, introducing business-improvement strategies and enhancements for small enterprises like Tasty Dumplings. Public art installations have blossomed, creating a vibrant commercial corridor linking Downtown Lowell, The Acre, and UMass Lowell’s LINC development. Mayor Erik Gitschier champions the initiative as a significant investment for the Highlands neighbourhood, known as Cambodia Town. Plans include strengthening small businesses and improving connections to key areas.

Focus on Fitchburg

Fitchburg’s initial TDI endeavour targeted Main Street’s surroundings. Mayor Samantha Squailia announces that efforts will now shift to the Water Street corridor, connecting vital parts of the city. This initiative aims to boost corridor improvements, support small businesses, and enhance links between assets like the Rail Trail and downtown. A map and detailed plan for these efforts will soon be unveiled, as the city collaborates with local enterprises and organisations.

Strategic Community Investments

Fitchburg’s inclusion in TDI will build on recent substantial funding, including directed federal spending and a state grant, alongside a comprehensive Water Street Corridor Study. Furthermore, the Fitchburg Housing Authority continues to modernise its public housing, with over $112 million expected to be invested by 2027.

Long-term Prospects for Lowell and Fitchburg

The TDI represents a reaffirmation of the strides both cities have made. In Lowell, the UMass Lowell-led LINC project remains a beacon for progress, promising a high-tech hub with state-of-the-art amenities. Such initiatives exemplify the determination to enhance both commercial and residential allure, driving these cities towards a prosperous future.
