Kansas’ Investment in Rural Prosperity

The heart of Kansas beats strongest in its charming small towns. Lieutenant Governor and Secretary of Commerce, David Toland, made a splendid announcement on December 24th. The Office of Rural Prosperity granted $337,833 in Strategic Economic Expansion and Development (SEED) funds for 15 marvellous projects. These ventures leverage over $744,186 in local contributions, culminating in an investment of nearly $1.1 million.
Commitment to Growth
“Our quaint towns are the essence of Kansas, filled with character and a yearning for growth,” David Toland remarked. The SEED grants embody his vision for revitalizing these vibrant communities. The aim is to attract new businesses and improve the appeal for current and prospective residents.
SEED Fund Essentials
The grant recipients hail from communities with populations of no more than 5,000 residents. They must match at least 10% of the funds and submit a completed project proposal within a year. These projects focus on economic development through four quality-of-life categories:

- Community Vibrancy
- Food Retail
- Libraries

On December 22nd, a special cheque presentation took place in Yates Center. The awardees were recognised for their innovative proposals.
Childcare and Senior Programming
- City of Larned, Pawnee County, $25,000: A greenhouse for community gardening.
- Grow & Learn Childcare Center, Wichita County, $14,206: Playground enhancements and appliance upgrades.
- Hiawatha Foundation for Economic Development, Brown County, $25,000: ADA-compliant furnishings for a café.
- LiveWell, Sherman County, $25,000: An outdoor family play area.
- Seneca Downtown Impact, Inc., $11,986: Picnic tables and improved daycare facilities.
Community Vibrancy
- City of Alden, Rice County, $22,420: Limestone monument entrance signs.
- City of Clifton, Washington County, $25,000: A new playground at Berner Memorial Park.
- Downtown Plainville, Inc., Rooks County, $25,000: “The Yard” community space.
- Greeley County Community Development, $24,468: Business façade renovations.
- Wallace County, $25,000: Greenspace improvements at North Park.
- Woodson County Revitalization, $14,753: Event sound system enhancements.
Food Retail
- City of Isabel, Barber County, $25,000: Isabel Community Store rehabilitation.
- City of Jewell, Jewell County, $25,000: A community micro-market and restaurant.
- Phillips County, $25,000: Grocery store refurbishments.
Libraries
- Madison Public Library, Greenwood County, $25,000: Library renovations.
The SEED Program’s Backbone
The SEED program, administered by the Kansas Department of Commerce, draws funding from the Technology Enabled Fiduciary Financial Institutions (TEFFI) Development and Expansion Fund. This fund emerged from bipartisan legislation in 2021 to bolster statewide economic development.
